This work aims to contribute to strengthening the capacity and ability of those, whether civilian or military, who wish to take on public responsibility in the life of their country. About the Author

A general officer of the Angolan Armed Forces (FAA) with the rank of brigadier, he holds a Ph.D. in Social Sciences, in the field of Strategic Studies, from the Instituto Superior de Ciências Sociais e Políticas (ISCSP) of the Universidade de Lisboa. He holds a Master’s in Technical Sciences (Information and Communication Technologies) from the Universidade Politécnica de Madrid (Spain, 2001). He holds a degree in Electrical Engineering (in the field of Telecommunications) from the Instituto Superior Técnico Militar “José Marti” (Havana, 1983), and has several postgraduate qualifications in this field. At the Instituto Superior de Ensino Militar (ISEM)

of the FAA General Staff, the Higher Command and Leadership Course (Luanda, 2005) and, at the Academia das Forças Armadas Revolucionárias de Cuba “General Máximo Gomez (Havana, 2010), the postgraduate qualification in Strategic Command and Leadership.

He is Deputy Executive Secretary for Political Affairs of the Gulf of Guinea Commission. A Foreign Corresponding Academician of the Academia Internacional de Cultura Portuguesa, he is a Professor at the Escola Superior de Guerra of the General Staff of the Angolan Armed Forces (ESG/EMGFAA) and at the Faculty of Social Sciences of the Universidade Agostinho Neto (FCS/UAN). He is the author of the following scientific and literary works: «A Influência das Novas Tecnologias na Guerra», essay, 2005; “Coisas do Destino”, novel, 2006; «Elementos de Geopolítica e Geoestratégia», 1st edition, 2013; Geopolítica do Golfo da Guiné: A posição estratégica de Angola, 2016; «A Terceira Via», novel, 2017.
